Who actually gets it
Your borough sends the bill but keeps a small share of it. The bulk goes to Surrey County Council for schools, social care and roads, with separate precepts for Surrey Police and Surrey Fire & Rescue. In parished areas the parish council adds its own precept, which is why two homes in the same borough can pay slightly different amounts.
