Where the money goes
Most of a Woking bill is not Woking Borough Council. The largest share goes to Surrey County Council, which runs schools, social care, roads and libraries. Separate precepts fund Surrey Police and Surrey Fire & Rescue, and Woking Borough Council keeps a comparatively small share for bin collections, planning, parks and housing.
Why the bands look so odd
Every band is a fixed fraction of Band D, set in law: Band A is six ninths of it, Band H is twice Band D. So one figure determines the whole table. The bands themselves are based on what a property was worth on 1 April 1991. England has never revalued, which is why a house built last year is still slotted into a 1991 price bracket.
